The Greenfield project is now at an advanced planning stage to develop a state-of-theart oil refinery here in Malaysia. The project is envisaged to be an entirely private greenfield petroleum refinery. MOR is licensed to construct and operate a 300,000 bpd export refinery based on externally sourced feedstock.
An Environmental Impact Assessment will be prepared to be approved by the Department of Environment, Ministry of Science and Environment. Soil engineering studies, marine studies, and a full feasibility – technical & economic viability studies will be done by the PMC. The Crude screening and suitability study will be completed while process license outsourced from world Process Licensors.
To date MOR has signed with a few suppliers and crude oil producers from the Middle East and Eastern European countries. On 9th September 2016, MIDA has approved the Licence and Permit:
NEW MANUFACTURING LICENCE 1975 FOR HIGH TECHNOLOGY/STRATEGIC PROJECT (ICA/JA-3) and PERMIT UNDER PETROLEUM DEVELOPMENT ACT 1974(PDA 2).
